Chula Vista Tenant Ordinance Hearing Delayed Until August 9

Last week, SCRHA provided an update to members regarding the Chula Vista "Residential Landlord and Tenant Ordinance." Shortly after circulating that message, Chula Vista city staff notified SCRHA that the hearing has been delayed again until August 9. 

An updated version of the draft ordinance has not been provided as of yet. While SCRHA is eager to see what, if any, changes have been made and how they impact the industry, it is very unlikely that SCRHA will be able to remove its opposition. The ordinance in its entirety is problematic and unbalanced.

City of San Diego Fire-Rescue Department Apartment Inspection Fee Update

The city’s current fee schedule was adopted by city ordinance and took effect on July 1, 2022. The fee schedule titled “FCIP-Residential” applies to all non-highrise residential occupancies required by the state to be inspected annually. For many years, only buildings with 3 or more stories were subject to inspection. The County of San Diego Enhanced Landlord Incentive program has been extended through July 31, 2022. This package of incentives includes:

  • LEASING BONUS: Landlords may receive up to $2,500 for each unit newly leased to a person experiencing homelessness.
  • APPLICATION EXPENSES: Financial Assistance of up to $50 may be paid directly to landlords to cover application costs, such as a credit report and application fees.
  • LANDLORD LIAISON: Valued landlord partners receive personal customer service staff member.
