Survey of Southern California Housing Providers Highlights Growing Safety Concerns

SCRHA would like to thank the members who provided vital responses to our Violence and Harassment Survey. The survey found that in the past five years, 76% of respondents experienced threats, harassment, intimidation, violence, or other actions that created safety concerns, affecting not only housing providers but also residents, staff, contractors, and overall operations. The survey is intended to inform a broader conversation about the importance of safety in rental communities. SCRHA is urging policymakers to promote respectful public dialogue, preserve lawful tenant screening practices, and address court delays that can leave tenants, neighbors, and housing providers waiting months for dangerous situations to be resolved. Last Minute Amendments to Priority Bills

SCRHA would like to thank all of the members who answered our Action Alert on the two anti-price gouging bills. Your advocacy led to SB 1365 being amended so that existing exemptions aren’t removed entirely but rather considered affirmative defenses to the charge of price gouging. While this is an improvement, we remain opposed to the notion that existing law needs altering, especially in light of the other anti-price gouging bill, SB 493 (Becker), which would add war and any overseas military operations to the list of “disasters” which could trigger a state of emergency. SCRHA is still working to stop these bills on the floor. SB 1296 (Durazo), the bill on pet policy disclosure, was also amended recently. While improved in some areas, there are lingering concerns about implementation. However, the bill has an effective date of April 1, 2027, which should allow time for pet policy and form updates. Legislative session ends on August 31, and the Governor has until September 30 to sign or veto bills.
