Sacramento Legislative Update – Balcony Inspection Delay Bill Sent to Governor, Security Deposit Bill Passes, and More!
This week marks the last week of session for our legislators in Sacramento. While SCRHA was able to stop many problematic bills earlier in the session, some bills of concern still managed to make their way to the Governor this week. Firstly, SCRHA would like to thank the hundreds of members who contacted their legislators about AB 2801 (Friedman), the bill that will significantly complicate the security deposit itemization process. Unfortunately, that bill passed last night and now heads to the Governor’s desk. AB 2747 (Haney) also passed and will require housing providers with buildings of 15 units or more to offer tenants the option of having positive rent payments reported to a consumer reporting agency. SCRHA will be launching an effort to urge the Governor to veto these bills. Make sure you are signed up for SCRHA Action Alerts so you can help us with this important effort. There is good news. AB 2579 (Quirk-Silva) regarding balcony inspections was enrolled to the Governor earlier this week. This bill will extend the deadline for initial inspections until January 1, 2026. The bill would also provide that no new inspection is required until January 1, 2026, if the property was inspected within 3 years prior to January 1, 2019. SCRHA will be urging the Governor to sign this helpful bill and will notify members as soon as he makes the bill law.
