Lemon Grove Tenant Protection Ordinance – At the July 21, 2026, hearing of the Lemon Grove City Council, staff presented a draft permanent Tenant Protection Ordinance that largely mirrors state law with a few minor exceptions. The council was also presented with an option to extend the existing urgency ordinance. SCRHA testified on both items as did many property owners and tenants. The urgency ordinance did not get enough votes for extension. There was significant debate on the permanent ordinance, which was ultimately approved as drafted plus data collection, which means that housing providers will be required to provide copies of termination notices to the city. National City Business License Tax Reform – On Tuesday, July 21, the National City Council held a workshop on a proposal to send a business license tax reform measure to the November ballot. While the official vote won’t take place until August 4, SCRHA submitted a letter in opposition to the measure, citing the doubling and tripling in some cases of the costs to rental properties. SCRHA Director of Public Affairs Molly Kirkland also chatted with a local reporter to discuss concerns since the media coverage to date has not mentioned the impact to rental properties and what that could mean for residential renters. SCRHA Executive Director Shares Industry Challenges - Alan Pentico sat down for coffee with former San Diego City Attorney and State Senate candidate Mara Elliott to discuss issues important to the rental housing industry. The conversation provided an excellent opportunity to share concerns about the many challenges facing rental housing providers, including the eviction system, increasing regulatory burdens, and more. SCRHA looks forward to continued conversations with policymakers and candidates about solutions that support both housing providers and the broader rental housing community.
Longtime county Supervisor Bill Horn, Industry Supporter, dies at 83
SCRHA was saddened to hear of the passing of Supervisor Bill Horn. Horn was a constant supporter of the rental housing industry during his time on the San Diego County Board of Supervisors and a champion of private property rights. A native San Diegan, graduate of San Diego State University, and a U.S. Marine Corps veteran, Horn served on the Board of Supervisors for 24 years. Read more.
