State Bill Update: SB 522 Defeated, Other Bills Head to the Governor
SCRHA is pleased to report that SB 522 (Wahab) is dead for the year. This bill would have repealed certain AB 1482 protections for property owners on housing rebuilt after a disaster. While the author amended the bill to only apply to the Just Cause portions of the Tenant Protection Act (not rent caps), SCRHA and its statewide partner CalRHA remained opposed to the bill and worked hard to stop it. Updated Federal Housing Inspection Standards to Take Effect October 1, 2025
Originally scheduled to go into effect in October of 2024, HUD delayed implementation until October of 2025. Come October 1, 2025, all Public Housing Authorities will implement the National Standards for the Physical Inspection of Real Estate (NSPIRE) Inspection standards. San Diego County to Begin Enforcing New Swimming Pool Regulations in October
Effective October 1, 2025, updated Suction Outlet Fittings Assembly (SOFA) standards will be enforced by the County of San Diego. A flow meter, a vacuum gauge (pre-pump), and a pressure gauge (post-pump) will be required to be installed to verify flow rate and total dynamic head (TDH). Drain covers shall be in compliance with ANSI/APSP/ICC-16 2017 or successor standards. While not a mandate to retrofit immediately, changes may be required if identified during annual inspection.
