SCRHA Continues to Make Progress on State Legislation
As legislative deadlines approach, bills are being amended and SCRHA has not let up on its advocacy. SB 1296 (McKinnor) seeks to regulate the advertising and disclosure of pet policies. The author has already made several amendments that improve the bill, but SCRHA remains opposed. SCRHA recently met with the author’s office and proponents of the bill to discuss remaining concerns. The meeting was positive and we expect additional changes to the bill. Amendments have also been made to SB 1243 (Durazo) which would essentially create an eviction ban when a renter household is impacted financially due to an immigration enforcement action. While SCRHA appreciates the author’s willingness to take amendments, they do not alleviate the core problem with the bill, which would place significant financial burdens on property owners for an undefined period of time. County of San Diego Seeking Comments on ADU Ordinance
The County is currently accepting input on considerations for a local ordinance that allows for the separate sale of Accessory Dwelling Units (ADUs). On March 4, 2026, the County Board of Supervisors voted unanimously to adopt an amendment to update the ADU Ordinance and implement Assembly Bill (AB) 1033, which allows for the separate sale of Accessory Dwelling Units (ADUs) in unincorporated communities through a condominium conversion process. Options include simply maintaining the statewide framework or going beyond with requirements such as first right of refusal, owner occupancy, and MLS posting.
